The PTR currently has a Windfury bug. It didn't look like it, but Windfury (currently) has no cooldown, and can proc off itself. We were seeing 1-3 Windfury procs every so often, but some of those hits actually procced 12 or more Windfury strikes.

It's a known bug they're fixing... but damn is it cool.

I would love to see them remove the cooldown on WF, but discontinue its ability to self-proc. DPS would still go up about 500-1k depending on gear, and I'd be cool with that. I'm not gonna be happy until i can challenge Ty for #1.
